You need proof "beyond a reasonable doubt" that it was an illegal substance. No proof of what the substance was, only speculation - because it's all up her nose - and because there's no one to testify as to what it was. Therefore, no conviction. Beyond a reasonable doubt - it's a very high threshold.

And it's weirdly comforting that the UK's justice system is just as awful as the American system, as far as celebs are concerned.
