True, 1:37. It is against the labour law to make employees personally pay for expenses in order to conduct business as required in their job description.
However it's not against the law to contact dancers she's worked with before and tell them about a video she's shooting in a different city, then tell them that they could have a shot at being a part of it but have to make their own way there. Which seems to be what she's doing.
If she calls a dancer and explicitly says "I want you to be in a video, get to LA and there will be a job for you" and the person goes at their own expense and there isn't a job then she could be sued for the cost of the trip plus some (lost wages, etc).
It's only once they've signed a contract with her, then she's on the hook for all expenses related to the job unless specified otherwise.
