In California a driver must drive with an experienced driver 25 years and older until they are 18. Drivers Ed. in California uses graphic accident videos on speeding. A teenage boy in California would probably lose his licence and insurance for an accident like Nick's. Maybe Florida can learn from California and save some lives.
