Celebs have to let their photo get taken because they're "in the public eye", but photogs can put their foot under a tire and press charges? Seriously, think about how close you have to be to have your foot in front of a car tire. He was either practically on top of the hood to get a good face-shot through the windsheild, or dry humping the rear door. Or he has duck feet...
