    Same reason Kim Kardashian always wears her "insecurity sarong" around her butt when she goes to the beach... she's obviously self-conscious about her weight and wants to cover up the problem areas. I wouldn't say Katy Perry is super fat but she's not exactly slender either, with her exquisite cankles and thighs that clearly rub together when she walks. High-waisted anything serves only one purpose -- holding your gut in, and it's a "sytle" if you're chubby and trying to look thinner, but really it just ends up drawing even more attention to the fatness.
