My guess is those are fake feet. (As if the wrinkles in his 'shin skin' are natural, right?)
Perhaps the scene calls for his character to run barefoot through the streets.
But, if he actually sprinted, barefoot, on concrete he would tear the bottom of his feet up.
Not to mention traction/stopping. It's not RUNNING barefoot that hurts the most, it's STOPPING barefoot. *ouch*
Hence the boots. And they'll clean it up with CGI in post-production.
Mind you, I don't give a shit, or know shit about comics, so perhaps the boots are part of Captain America's story. If that's the case I'm sure some comicphile will provide the relevant info.
Sample dialogue: Mother: "oh Captain America, you saved my child! How can I ever repay you?" Flamer: "You can give me your husband's phone number and dates when you are out of town." Mother: "what?" Flamer: "Because I want to have sex with him." Mother: "yeah... Where's Spiderman?"
He's obviously just been given the super-soldier serum and gone from an 80-pound weakling to a 200-pound manly man (as per the origin story). Yeah, I know... NERDALERT!
